The language setting in the VLC setting is the cause of the problem of black spots on your VLC. Here's how to fix this problem:
Open VLC Media Player from your desktop VLC icon.
Once the VLC media player opens, go to Tools and click Preferences. Alternatively, you can also press Ctrl + P to open Preferences in VLC media player.
Click the Interface tab. If you can not read anything, Look for Colored VLC Icons green and Orange
Under Settings, point your cursor on the right side to go to the drop down menu. It is a sign of language setting for VLC player.
By default, the language setting in VLC is Auto. Click on the drop-down menu and select the language you want. If you want to organize into English, select British English not American English as I have done that choosing American English can not solve this problem in its entirety, and in some settings there is still a point- (19459007)
After you select British English or the language you have chosen, click the Save button. VLC Media Player as a whole.
Now restart your VLC Media Player. Go to Tools >> Preferences and you can see for yourself, the problem of black dots on VLC settings no longer exists
